      <image:title>Glenn's Blog - “Mudgeerabarbarians”: who dat? - The first official use of the term “Mudgeerabarbarian” was actually the naming of the koala sculpture currently located in Gloria Shirrel Park, in front of the Mudgeeraba Market Shopping Centre; “MudgeerabaBEARian”. The series of koala sculptures (there’s more than 30 across the Gold Coast) are part of project called the “Animals with Attitude Gold Coast Sculpture Trail” which was a fundraiser for the Currumbin Wildlife Sanctuary Foundation and Wildlife Hospital, first in 2013, and then in 2016. The MudgeerabaBEARian sculpture was funded in 2015/16 by Division 9 Local Area Works, under the leadership of yours truly (Cr Glenn Tozer). Part of the funds went to the artist and part to the fundraising for the important charity the Wildlife Hospital is for our city, and for our area. You can still make donations to this work here.</image:title>

      <image:caption>I’ve given a lot of speeches over the past two decades as a broader community leader, and even just over the past 13 years as Councillor there’s been lots of public addresses and events where I’ve been asked to say a few words. But I’ve never been so anxious, or honoured, to be given an opportunity to speak about the community contribution of an individual, about whom I cared so deeply, and who I esteemed with the utmost respect. I only knew George for a decade or so, but many of you knew him for much longer so I do hope my words do your memory of him justice.   Denise, and family, thank you for asking me to speak today about George in the community.   George was a giant of our area, a true gentleman, and a man not just of uplifting and helpful words, but a man of action, who got his hands dirty and got his heart broken, at times like all leaders, as he served others to make our community better. I know George would reflect positively that the occasional heartbreak was worth it for the wonderful successes that peppered George’s contribution to our community over so many years.</image:caption>

      <image:caption>A local community page published a query lately about tip fees and the cost of waste in the city, after the Bulletin published a few articles discussing the waste business operated by council, on account of a recent Council meeting debating the issues. In summary though, nothing has particularly changed as a result of decisions at Council, at least for another 12 months, and the matter has been referred to the Special Budget Committee meeting over the coming months. But here's a summary of the latest news; The Council is required to operate their waste business in a cost neutral fashion. That is, the cost to operate the waste business, and plan for the future, must only be funded by revenue generated by specific fees and charges related to waste.</image:caption>

In the early 2000’s continuing until even just recently, the University of Chicago has undertaken a body of research on a variety of matters known as the “National Social Life, Health &amp; Aging Project”. It covers a wide variety of topics but one element I thought particularly interesting was that it found people who volunteer are actually found more attractive than people who do not. What was poignant as well was that the assessors of the attractiveness did not even know who in the group were the volunteers or not. We can assume then that even if you volunteer and no-one knows about it … you’re just hotter.  I would like to say that I reckon we could submit this room as evidence for that as you’re all looking particularly smashing tonight.</image:caption>

      <image:caption>Secondly, the mechanism of “The Voice”, which seems effectively a new government department drawing on the experience of previous departmental efforts, seems like a good way to deal with wholistic and specific issues that First Nations people face. If we agree that there’s a problem with higher rates of incarceration, inferior health outcomes, and problematic family separation in indigenous Australian communities, and we agree that what has been done so far has not helped enough, then an organisation providing advice to the government about a better way seems sensible. That the Voice is composed and directed by the people we elect; the Federal Parliament representatives; provides certainty that our election decisions will shape how The Voice can operate and be composed and that is respectful of the Parliament, and parliamentary process, too. That’s what the amendment says will happen. Notwithstanding what you might have heard, the Voice cannot override Parliament; the people we elect; the amendment is clear on that. The decades of bi-partisan support for the processes that brought us to this point can’t be overlooked either, nor should they be, even though today it seems support for The Voice seems divided along partly lines of left and right. While this is sad, it is no reason to not vote Yes out of respect for the Uluru Statement from the Heart and the mechanisms that established it, that were supported by both the left and right of Australian politics up until now.</image:caption>

Throughout the day the Bonogin Valley Bulls are partnering with the Mudgeeraba Soccer Club for a day of fundraising and cricket fun. If backyard cricket is your thing, get your team together and join!</image:title>
      <image:caption>Later in the afternoon (about 3pm), the Mudgeeraba Lions Club will host an official citizenship ceremony, presided over by Karen Andrews MP, Federal Member for McPherson, where 53 locals will become new Australian citizens. This is always a wonderful event where I remember my Hungarian mother-in-law Eva Kalman (nee Kiss), who became an Australian citizen on this very day many decades ago, after escaping Europe and fall of Stalin as a young girl. I’ll be MCing this event and welcoming a few friends as they become Australians after living here for some time. And before that ceremony, the Gold Coast Hinterland Heritage Museum will be hosting an Open Day from about 10am that includes a “Flag Raising”. While I’d probably describe myself as a Australian republican, generally regarding the monarchy as a bit of a circus these days (based on what I watch on the telly), I have a great deal of respect for the traditions of our local area and societal mechanisms that brought us to where we are today, able to choose to disagree and express our opinions freely while respecting one another and the community diversity that exists. I’ll be MCing this event, and doing my best to explore these contentious topics with people whom I like a lot, but probably disagree with on a few contemporary issues. The museum folk are actually wonderful community contributors and you should all come by to say hello on the day. It’ll be a big day.</image:caption>

Firth Park Sporting Precinct Masterplan - Place Design Group have already been appointed and circulated some speculative (but currently confidential) layouts for the new 54ha expansion of the Firth Park sports precinct. With approx 3 dual-use cricket/AFL fields, plus a new baseball diamond, netball courts, a community makerspace, and another few smaller multipurpose fields, this will probably be the most exciting (and probably expensive) project in our divisions history (you might have to not count the Hinze Dam expansion) and it has the potential to be a wonderful community legacy for our local area and the families who love to play recreational field sports. 2022 will see those layouts circulated to the community for their feedback and information, as we plan for delivery in future years. We remain hopeful and committed to finding long-term homes for the Bonogin Valley Bulls Cricket Club and the Mudgeeraba Spartans Junior AFL Club in the new precinct.</image:title>

A new Division 9 office team - After almost ten years of relative consistency (yep, I was elected in 2012) the division 9 team that included Helen and Linda are transitioning to new opportunities! Helen has moved this month to a community project role in Cr Peter Young’s Division 5 office (which I’m sure she’ll excel at), and Linda has informed the team she intends to transition to retirement in coming years. Linda will still be with us for some time yet as she helps some new team members get accustomed to the Division 9 community, in a part-time Councillor PA role and in our Community Projects role. I can let you know Yasmin (pictured), who previously worked as an Executive Assistant for a number of companies as well as served in Council’s corporate communications branch, has accepted a role as the part-time PA. An experienced community strategist and event manager plans to join us in the community groups and projects role early in the New Year. I’m looking forward to you all meeting the incoming team in due course. I know they’ll be as awesome and as helpful as Helen and Linda (and previously Donna, Michelle and Chantel) have been over the past decade.</image:title>

The Gilston shared pathway, between Melody Park Aged Care Centre and the Gilston Hall will be delivered this coming year and the Hinkler Drive pathway and road verge improvements are progressing. There’ll be playground upgrades planned for Springbrook Centenary Park and Bochow Park in Natural Bridge. We’ll start design planning for an upgrade to the playground on Hinterland Regional Park on Hardy’s Road, including a connecting path to Somerset Drive. We’re working on a more strategic approach to private school bus services, auditing suitable bus stops in the area and engaging with local schools to optimise local families use of available bus services, ensuring wet weather shelters and optimum routes, hopefully reducing congestion around schools at drop-off and pick-up times. We’ve got 4 local schools in the Active Travel program which will mean the design and delivery of a number of improved road, traffic calming and pathway projects around state primary schools and private schools in our local area. Kings, Hillcrest and Somerset Colleges are all embarking on master planning processes that include an intention to improve traffic movement and reduce congestions around their facilities. It is also hoped we can plan and deliver a number of suburban traffic calming and safety projects in Worongary, Tallai, Reedy Creek and Mudgeeraba.</image:title>

It is anticipated that my Councillor’s office will relocate to the precinct by June 2021 to enable better oversight of the project over the coming years.       <image:caption>Last year, the Mudgeeraba Show Society released a strategic plan intended to address their objectives over the coming 20 years. These objectives cover not just how they run their major event each year, the Mudgeeraba Agricultural Show, but how they manage the showgrounds, work with their partners like the Mudgeeraba Light Horse Museum and Mudgeeraba Pony and Hack Club, and train and support their volunteers and contractors. The plan is actually modelled on the City of Gold Coast’s Annual Plan and each year the plan is tabled at the AGM for adjustments and to check the infrastructure priorities. Of course, developing the showgrounds and improving infrastructure for events is critically important for the main event, but by establishing a strategic plan, the objectives of each elected leadership team at the Mudgeeraba Show Society can be directed by building on the legacy of those past. Already some of the infrastructure priorities are being realised, with the expansion of the city’s digital fibre project being extended out to the showgrounds to enable Wi-Fi delivery and better internet capbility on site. This in turn may enable the use of sensors or other technology on site to assist with managing large groups of people and vehicles that attend major events. Most importantly, connecting this digital fibre to a new camera system to improve security and monitoring on site is hoped to reduce vandalism and theft, and may even positively impact a reduction in hooning in the area, as cameras can be beamed back to capture illegal activity. With greater regulation of major events expected in this post-COVID world, these improvements along with other initiatives in the strategic plan are hoped to grow and enable the Mudgeeraba Show Society, and the Mudgeeraba Agricultural Show, to be the bets it can be for many years to come.</image:caption>

      <image:caption>A pre-feasibility report for the Cableway project from Mudgeeraba to Springbrook is expected in the first half of 2021. Already, I’ve been briefed on some of the particulars, and while those are confidential at this time, no proponent has been identified beyond those previously noted in the public domain, and there is no doubt a positive economic impact from a tourism perspective is achievable. Important questions remain regarding the impact of a cableway on the existing Springbrook economy and it’s small businesses, the environmental and disaster preparedness impact remains front of mind, and there is a social impact reality that must be considered as we count the cost of advancing the project. I remain focussed on other achievable and deliverable projects at this time but 2021 will see the Cableway issue openly, and hotly, debated.</image:caption>

      <image:caption>Residents write to me about their dogs regularly and it’s become very clear that many local dog owners do not realise how many off-leash dog parks are located within 5 minutes drive of Mudgeeraba Village. Most weeks we get requests for new equipment in a residents local dog park when not minutes away another dog park exists with just that sort of facility already available. While we’ve been strongly committed to improving all our dog parks, one initiative has been to design and informative brochure for dog owners to keep them informed of all the dog parks in the area and their unique facilities. Some dog parks have a creek or lake for water activity, some have agility equipment, some have fences and some open spaces to throw a ball and run. Some have shade structures for larger meetings and barbeques and playgrounds for families to enjoy with their fur babies. The first edition of the brochure will be out soon so keep an eye out for this important work. Recently we’ve improved the fenced area at Hardy’s Park, and upgraded the carpark at Little Nerang dog park, introduced bench seats at Cobber Park, and are planting shade trees at other parks. If you have an idea for an improvement at your local park, please let us know.</image:caption>

      <image:caption>After the fires of 2019/20 it became clear that a community building asset in Lower Beechmont was a necessary project and needed prioritising. The Beechmountain QCWA offered their oversight and the community has rallied around the concept. A small budget has been allocated for design and preliminary planning this year and it is hoped that in the coming two financial years enough funding can be provided by Council to leverage a commitment from other levels of government or grant programs to realise this important project. The building is hoped to serve the local community in times of storm or fire, but is also expected to be a valuable asset for local mothers group, interest and recreational groups and for community meetings.</image:caption>

      <image:caption>Elsie Laver Park is an important memorial park, remembering members of our community who served and their families who have given so much to the fabric of our neighbourhoods in the hinterland. Just this week, the RSL have informed me they intend to embark on a lighting project for the park, and deliver a mural near their home underneath the beautiful Mudgeeraba Memorial Hall. It is hoped these projects can be scoped and budgeted for the coming year. The group opens their room and kitchen for visitors on Friday night between 5pm and 8pm. The RSL’s “Cedar Cutters Day Club” also meet every 2nd and 4th Tuesday of the month for lunch and trivia. The executive team are responsible for managing the ANZAC Day events in Mudgeeraba, both at Elsie Laver Park and many local schools, as well as the Remembrance Day events in November. If you’ve got a connection to the armed forces, and you’d like to volunteer at a local community group, I encourage you to drop in and meet the Mudgeeraba-Robina sub-branch of the RSL at one of the events this year.</image:caption>

      <image:caption>Development applications are a part of every day work here in the Division 9 office and this coming six months is no exception. Pacific View Estate have lodged applications, generally in accordance with their already issued state preliminary approval, for 331 new home sites in Worongary. There’ll be up to 3000 dwellings delivered over the coming decade or so, nd a display village will materialise within the first half of 2021, it is expected. Additionally, some 80 or so new home sites are expected for assessment in Gilston along with a small shop development, the Mudgeeraba Caravan Park has been purchased, and we have been assessing several dozen smaller two-lot sub-divisions on acreage lots most months. While we ae excited to have new families join us in this beautiful part of the city, we remain acutely aware of how important sustainable and responsible development is to our local area. We’ll keep you informed as application progress to public notificiation.</image:caption>

We’ve met with council officers to discuss some of the preliminary site issues and the interface between sporting fields and open space areas. I’ve had preliminary conversations with representatives of AFL Qld, and local cricket and our junior AFL clubs. We’ve discussed with the netball association their preliminary plans for growth and the good work of the local rugby league club as they break into the senior grades and continue their growth of juniors. A Master Plan project has been allocated funding this year. Our objective is by the next budget process, a clear picture of staged delivery might be available to local clubs to leverage to attract grant funding.</image:caption>

Matt served with me in Iraq and his illness has been linked to the IED attack in which we were both wounded. My wounds were obvious and I was treated with surgery and hospitalisation; Matt's wounds were not obvious, but were much worse and much more sinister Matt has suffered from depression, post-traumatic stress and now dementia. He only received treatment years later, when his condition became debilitating. His current state is such that he has been admitted to a nursing home because his young family is no longer to look after him. He is 34 years old. I owe Matt a lot. He helped protect me when I was injured in the streets of Baghdad, when i couldn't protect myself. He assisted in my evacuation to hospital. He sat by my bed when I was in recovery after surgery. Like all of the men from my old troop, I was gutted by news of his illness, as well as being quietly concerned that my mind, too, could start to tune out, any day now. I visited Matt in July 2014. He had trouble walking and speaking clearly. His partner told me that his condition is deteriorating quickly and she notices weekly changes. It appears the bomb blast that I survived in Iraq will kill a soldier, but many years later than anyone expected."</image:title>

      <image:title>Glenn's Blog - 2019 Springbrook ANZAC Day address - As I lay there staring at the ceiling I found myself asking the question: "How did I get here?" A little while ago I was in a position of pain, suffering and despair. To end up in hospital at this time in my life was not altogether unexpected as I had been suffering from post-traumatic stress disorder (PTSD) and major depression for some time and I had been medicating with alcohol and Valium as well as numerous anti-depressants and anti-psychotics. In addition to this my family situation was extremely strained to say the least. My wife was losing strength in her will to support me through this difficult time as she was burning out raising four kids on her own and dealing with my mood disorders. My children didn't know which father was going to greet them from one moment to the next and it was driving a wedge between us, that if not repaired soon, would tear the bond forever. I had significant anger issues and was abusing alcohol as a self-medicating tool to sleep; not the best drug to consume if you're already depressed, can't sleep and on a fist full of pills every day. I did this in a desperate attempt to block the vivid and horrific hallucinations and dreams I would be confronted with each night. These events were a constant reminder of my time spent in Afghanistan. The nightly torment became unbearable over time and wore me down to a state of mental and physical exhaustion. All in all, I was doing my best to simply hang on from day to day."</image:title>

Recently a person made a complaint about my conduct as a Councillor, claiming that I had misled the public when making statements that were ultimately published in Brisbane’s Courier-Mail in June 2019.</image:title>
